
<p>The Election Commission of India (ECI) on Monday released a list of 6.5 million voters whose names were removed from the draft voter list after the Special Intensive Revision (SIR) in Bihar. Officials stated that this action was taken in compliance with the Supreme Court&#8217;s directives. The Supreme Court, in an interim order on 14 August, instructed the ECI to publicly release booth-wise lists of voters whose names were not included in the draft voter list released on 1 August by 19 August. Furthermore, the commission was required to submit a detailed report by 22 August.</p>

<p>The commission clarified that the names removed from the draft voter list fall under the ASD (Absentee, Shifted, Dead) category. This includes deceased voters, voters who have relocated, those who are absent, or those with duplicate registrations. The Supreme Court explicitly mandated that the reason for removal be recorded and made public alongside each name.</p>



<h2 class="wp-block-heading">Booth-Level Lists Released in Several Districts Including Rohtas, Begusarai, and Arwal</h2>



<p>According to the Chief Electoral Officer (CEO) of Bihar, booth-level ASD lists have been displayed in several districts, including Rohtas, Begusarai, and Arwal. The Election Commission is also preparing to make these lists available online to ensure transparency. This step is considered crucial ahead of the upcoming assembly elections in Bihar. The Supreme Court has stated that the process of removing names from the voter list must be transparent and accountable to ensure that the rights of any eligible voter are not affected.</p>



<h2 class="wp-block-heading">Voter List Rectification to Ensure Fair Elections</h2>



<p>Experts believe that removing the names of 6.5 million voters is a significant step and will strengthen transparency in the electoral process. However, all eyes are now on 22 August, when the commission will submit its final report to the Supreme Court.</p>

<h2 class="wp-block-heading">Inauguration of 8 Projects</h2>



<p>The PM inaugurated a 660-megawatt power project in Buxar. This project has been constructed at a cost of ₹6,880 crore. PM Modi online inaugurated the Homi Bhabha Cancer Hospital and Research Centre in Muzaffarpur district of North Bihar. The PM also inaugurated online from Gaya the Sewage Treatment Plant (STP) and sewerage network constructed under Namami Gange in Munger at a cost of over ₹520 crore. These projects by the Prime Minister will create a series of urban infrastructure projects. These projects include STPs and sewerage networks in Daudnagar and Aurangabad, STPs and I&amp;D in Barhiya (Lakhisarai) and Jamui, and water supply and sewerage treatment plants in Aurangabad, Bodh Gaya, and Jahanabad under Amrit 2.0.</p>



<h2 class="wp-block-heading">Nitish Takes a Jibe at Lalu, Discussing Muslims</h2>



<p>CM Nitish Kumar, while discussing Muslims, said that we have done a lot for Muslims. The government before us did nothing for minorities. He said that Bihar is receiving full cooperation from the central government. The state received a special package in this year&#8217;s budget. <p>Union Minister Jitan Ram Manjhi, in his address, said that Prime Minister Narendra Modi has done a lot for Bihar. He said that the construction of the Amass-Darbhanga Expressway is underway in the Magadh region. Along with this, the Varanasi-Kolkata Expressway is being built. This will pass through Gaya and Aurangabad districts of Bihar. Along with this, a 1300-acre industrial area is being developed. Apart from this, the central government has given many other projects to the Magadh region. The Bodh Gaya temple will undergo comprehensive development. A corridor will be built in Bodh Gaya on the lines of Varanasi. Manjhi said that PM Modi has done so much work for Bihar that it is a slap in the face of those demanding special status.</p>

<p>The Supreme Court on Friday modified its earlier order of August 11 regarding the management of stray dogs in Delhi and NCR (National Capital Region), directing that the animals will be released back into the same area after sterilisation and immunisation.</p>



<h2 class="wp-block-heading">No release for rabid or aggressive dogs</h2>



<p>The court clarified that stray dogs infected with rabies or showing aggressive behaviour will not be released back and will be kept separately. &#8220;Stray dogs will be released back to the same area after sterilisation and immunisation, except those infected with rabies or exhibiting aggressive behaviour,&#8221; the court ordered.</p>



<h2 class="wp-block-heading">No public feeding of stray dogs</h2>



<p>The court further directed that no public feeding of dogs will be allowed. Instead, dedicated feeding spaces for stray dogs are to be created. It instructed the Municipal Corporation of Delhi (MCD) to establish feeding areas in municipal wards. The court also noted that animal lovers can apply to the MCD for adoption of dogs.</p>



<h2 class="wp-block-heading">National policy </h2>



<p>Expanding the scope of its proceedings on the menace of stray dogs, the Supreme Court issued notice to Secretaries of the Department of Animal Husbandry of all states and Union Territories. It sought their response on framing a national policy to address the problem.</p>



<h2 class="wp-block-heading">Pending cases to be moved to top court</h2>



<p>The court directed its Registry to collect information from all High Courts where petitions are pending on the issue of stray dogs. It ordered that all such matters will be transferred to the Supreme Court.</p>



<h2 class="wp-block-heading">Lawyer calls order ‘balanced’</h2>



<p>Hailing the verdict, Supreme Court lawyer and petitioner Nanita Sharma described it as a &#8220;balanced order.&#8221; She noted that the ruling brings all states under a single framework. &#8220;This is a balanced order. The court has involved all states in this case. All matters regarding dog issues pending in all courts in all states will be brought under one. They have said that regular dogs should be sterilised and aggressive dogs should be put in pounds,&#8221; she said.</p>

IPS Satish Golcha: Delhi&#39;s new police commissioner with a special Rajasthan connection


<p><strong>IPS Satish Golcha:</strong> Delhi Police has a new commissioner. On Friday, 58-year-old IPS officer Satish Golcha assumed charge as the Delhi Police Commissioner. He is a 1992 batch AGMUT cadre officer.</p>



<p>Golcha hails from Abohar, Fazilka district, Punjab. He has strong educational ties to Rajasthan, where he completed his undergraduate studies in Commerce. Notably, he is also a certified chartered accountant.</p>



<h2 class="wp-block-heading">Family also Educated and Working</h2>



<p>Born on 30 April 1967, Satish Golcha&#8217;s family is also educated and working. He has two sons, one of whom runs his own startup and the other is employed professionally. Golcha&#8217;s appointment follows 1988 batch IPS officer Shashi Bhushan Kumar Singh taking over the charge. Singh was given additional charge after the retirement of former Police Commissioner Sanjay Arora.</p>



<h2 class="wp-block-heading">Held Several Key Responsibilities</h2>



<p>Golcha has held several key responsibilities in his career. He has served as the Director General of Police (DGP) of Arunachal Pradesh. Recently, he was serving as the Director General (Prisons) in Delhi. He was given this responsibility in May 2024 amidst incidents of gang wars and murders in the city&#8217;s jails, which was later made permanent.</p>



<h2 class="wp-block-heading">Also Served in These Positions</h2>



<p>Previously, he has also served in Delhi Police as Special Commissioner (Intelligence), Special Commissioner of Police (Crime &amp; Economic Offences Branch), Joint Commissioner of Police (South-West and East Range), first Inspector General of Police in CBI, and DCP West. Golcha&#8217;s appointment comes at a time when Delhi Chief Minister Rekha Gupta was recently attacked. Following this, the responsibility of the Chief Minister&#8217;s security has been handed over to the CRPF.</p>

The Rajasthan Alliance of All Hospital Associations has announced a boycott of cashless treatment services under the Rajasthan Government Health Scheme (RGHS) from 25 August. The association comprises approximately 700 private hospitals and 4200 pharmacies across the state. Notably, a previous announcement had been made to boycott cashless treatment under this scheme from 20 August.</p>

<p>Private hospital owners have warned the government that RGHS facilities will be suspended from 25 August. This announcement may cause difficulties for government employees.</p>

<p>The Rajasthan Alliance of All Hospital Associations has warned that services under RGHS, including IPD, OPD, and medications, will be suspended from 25 August. The association explained that delays in payments under RGHS and unwarranted deductions from bills have severely affected private hospitals and pharmacy store operators.</p>

<p>A shocking case has emerged during the Special Intensive Revision (SIR) of electoral rolls in Bhagalpur (Bihar). The names of two Pakistani women residing there were found registered in the voter list, and they had also been issued Indian Voter IDs (EPICs). Following this revelation, the district administration has initiated immediate action, and the process of removing their names from the voter list is underway. This discrepancy came to light during a verification drive conducted by the Ministry of Home Affairs. The ministry&#8217;s campaign aims to identify foreign nationals staying in the country beyond their visa period. During this drive, the presence of three Pakistani nationals in Bhagalpur was detected, including two women.</p>



<h2 class="wp-block-heading">How Did These Women Obtain IDs?</h2>



<p>According to administrative sources, the women have been identified as Imrana Khanam and Firdaus Khanam. Both were residing at Bhikhanpur Gumti Number 3, Tank Lane, Islamnagar police station area. Officials stated that EPIC numbers had been issued in their names. The District Magistrate of Bhagalpur, Dr. Naval Kishore Chaudhary, confirmed that an immediate investigation was launched after receiving a report from the Special Branch, and their names are being removed from the voter list.</p>



<h2 class="wp-block-heading">Scrutiny of Visas and Documents</h2>



<p>The Ministry of Home Affairs&#8217; investigation revealed that Firdaus Khanam entered India on a 3-month visa on 19 January 1956. Imrana, on the other hand, was issued a 3-year visa. During this investigation, another case also came to light involving a Pakistani national, Mohammad Aslam, who illegally entered India and obtained an Aadhaar card. Aslam entered India on 24 May 2002 and was granted a 2-year visa.</p>



<h2 class="wp-block-heading">Further Action</h2>



<p>The state headquarters has sought a detailed report from the DM and SSP. Instructions have also been given to take corrective measures to prevent such irregularities in the future. A comprehensive investigation report will soon be submitted by the district administration to the Ministry of Home Affairs and the state police headquarters. Further action will be taken thereafter.</p>

BCCI dismisses rumors of Shreyas Iyer as ODI captain


<p>A recent media report claimed that the Board of Control for Cricket in India (BCCI) was about to remove Rohit Sharma as ODI captain and appoint Shreyas Iyer in his place. The BCCI has now refuted these rumours. According to a Hindustan Times report, BCCI secretary Devjit Saikia denied reports of Iyer&#8217;s appointment.</p>

<p><strong>HTET Biometric List 2025:</strong> A significant update has emerged regarding the Haryana Teacher Eligibility Test (HTET) 2025. Before releasing the HTET 2025 results, candidates will undergo biometric verification. The board has designated centres across all 22 districts of the state on 25th and 26th August to complete this process. Candidates can attend any centre in their respective districts for verification.</p>



<p>According to Dr. Pawan Kumar, Chairman of the Haryana School Education Board, candidates who appeared for the HTET exam held on 30th and 31st July must present a photo ID and their admit card at the verification centre. The board will release the HTET 2025 results only after the completion of this verification process.</p>



<h2 class="wp-block-heading">HTET Biometric List 2025: Information Available on Website</h2>



<p>The list of schools where this process will take place, along with the roll numbers of the respective candidates, has been uploaded on the board&#8217;s official website, <a href="www.bseh.org.in">www.bseh.org.in</a>. Only candidates with roll numbers listed will be included in this process. Information is also being sent to these candidates via their registered mobile numbers and email addresses. The board has clarified that the results of candidates who do not complete their biometric verification on the specified dates will not be released.</p>



<h2 class="wp-block-heading">HTET Result 2025: Exam Dates</h2>



<p>The answer key for HTET was released on 31st July, and objections could be raised from 1st to 3rd August. Over 4 lakh candidates appeared for the exam this year. The Level-3 (PGT) exam was held on 30th July from 3 PM to 5:30 PM, with 1,20,943 registered candidates. The TGT (Level-2) paper was held on 31st July from 10 AM to 12:30 PM, with 2,01,517 candidates participating. The PRT (Level-1) exam was also held on the same day from 3 PM to 5:30 PM, with 82,917 registered candidates.</p>

<p><strong>IBPS Clerk 2025:</strong> Important updates have been released regarding the IBPS Clerk recruitment exam. The application deadline has been extended. Bronco Test: BCCI Introduces New Fitness Test for Cricketers


<p><strong>Bronco Test:</strong> The BCCI&#8217;s Centre of Excellence has introduced a new fitness test called the Bronco Test following the India vs England Test series. The aim of this new test is to ensure that BCCI centrally contracted players, especially fast bowlers, maintain a high level of fitness and improve their aerobic capacity. Reports suggest the Bronco Test was introduced after several players were found to be lacking in fitness during the five-match Test series in England.</p>



<h2 class="wp-block-heading">Some Contracted Players Have Taken the Bronco Test</h2>



<p>According to a report in <em>The Indian Express</em>, the suggestion to introduce the new fitness test came from strength and conditioning coach Adrian Le Roux, and head coach Gautam Gambhir also agreed. The report states that the coaches want players, especially fast bowlers, to focus more on running rather than spending excessive time in the gym. It is understood that some contracted players have already taken the Bronco Test at the Bengaluru-based Centre of Excellence (COE).</p>



<h2 class="wp-block-heading">Fast Bowlers Spending More Time in the Gym Than Running</h2>



<p>The report, quoting sources, says the Bronco Test is being used to ensure that fitness standards are clear. It has also been observed that Indian cricketers, especially fast bowlers, are not running enough and are spending too much time in the gym. Players have been told they need to run more.</p>



<h2 class="wp-block-heading">Yo-Yo Test Remains Mandatory</h2>



<p>Several Indian bowlers, including Akashdeep and Prasidh Krishna, struggled with their bowling during the India vs England Test series. Jasprit Bumrah played only three Tests under workload management, while only Mohammed Siraj managed to play all five. The Bronco Test is in addition to the existing Yo-Yo test; passing the Yo-Yo test remains mandatory.</p>



<h2 class="wp-block-heading">How the Bronco Test Works</h2>



<p>A player starts with a 20-metre shuttle run, followed by 40-metre and 60-metre runs. These three runs constitute one set. A player must complete five such sets (a total of 1200 metres) without stopping. Indian cricketers are required to complete the Bronco Test within a 6-minute interval. The standard for fast bowlers in a 2-kilometre time trial is 8 minutes 15 seconds. For batsmen, wicketkeepers, and spinners, it is 8 minutes 30 seconds.</p>



<h2 class="wp-block-heading">The Yo-Yo Test</h2>



<p>The Yo-Yo test involves running between two points 20 metres apart, with a 10-second rest between each shuttle. The speed and duration of the beeps increase as the level rises. The player must continue running until they fail twice. A score of 16.5 is required to pass.</p>


<p>Bronco Test: The BCCI&#8217;s Centre of Excellence has introduced a new fitness test called the &#8216;Bronco&#8217; for Indian cricketers. Slightly different from the Yo-Yo test, it aims to maintain the high fitness levels of players, especially fast bowlers.</p>

Solar Panel Scam in Rajasthan: ₹456 Crore Tender Fraud


<p><strong>Jaipur:</strong> A major alleged scam has come to light in Rajasthan involving a ₹456 crore tender for installing solar panels on government buildings. The company awarded the contract allegedly submitted a fraudulent bank guarantee of ₹60 crore.</p>



<p>The Rajasthan Renewable Energy Corporation (RREC) released ₹46 crore in advance against this guarantee to commence the work. The matter came to light after the Central Bureau of Investigation (CBI) intervened. The RREC has issued a notice to the company and is preparing to blacklist it and file an FIR.</p>



<p>The corporation awarded the contract to the firm Tiriy Nopicon under the Hem Model. All officials associated with this project are under suspicion. The company was given the contract for a 100-megawatt rooftop solar project in March-April this year.</p>



<h2 class="wp-block-heading">Corporation Sends Team to Kolkata</h2>



<p>After the bank admitted the involvement of its employees, the RREC sent a team to Kolkata. Upon inquiring with the relevant bank management, the bank guarantee was found to be fraudulent. The company has also filed an FIR in another related matter. Meanwhile, the RREC believes that this could not have been the work of a single bank employee and that there was collusion with company employees.</p>



<h2 class="wp-block-heading">How the Scam Unfolded</h2>



<p>The company that won the contract could deposit 10 percent of the project cost as a bank guarantee and receive an equivalent advance. Sources say that the RREC initially confirmed the guarantee via email from the bank. However, the CBI subsequently requested documents related to the company from the RREC. Further investigation prompted the RREC to seek written confirmation from the bank, which revealed that no such bank guarantee had been issued.</p>

<p>A horrific road accident occurred on Tuesday near Pimpalgaon village on the Chiplun-Karad highway in Ratnagiri district, Maharashtra. Five people died on the spot in the accident. A speeding Thar car collided head-on with an auto-rickshaw with such force that the rickshaw was destroyed. Four people in the rickshaw died, along with the driver of the Thar car.</p>



<p>According to eyewitnesses, the Haryana-registered Thar car was travelling at a high speed and the driver suddenly lost control, resulting in the collision with the oncoming auto-rickshaw. The Thar car also subsequently collided with a truck. All five deceased were men, four of whom are reported to be from the Pimpalgaon Nurani neighbourhood. Among the deceased is a two-and-a-half-year-old child.</p>



<p>Upon receiving information about the incident, the DySP and Police Inspector of Chiplun, along with their team, arrived at the scene. The police conducted a panchnama (official inspection of the accident site) and sent the bodies of the deceased to Chiplun Rural Hospital for post-mortem. A case has been registered, and an investigation has been launched.</p>



<p>The police are currently investigating whether the Thar driver was under the influence of alcohol and the exact cause of the accident. Traffic on the highway was disrupted for some time following the accident. The sudden death of four people from the same area has cast a pall of gloom over Pimpalgaon. The entire village is mourning and expressing condolences to the bereaved families.</p>

टपूकड़ा. थाना क्षेत्र के ग्राम दांगनहेड़ी तकिया की ढाणी में गुरुवार रात 9 बजे शराब पार्टी में विवाद होने पर सोनू शर्मा पुत्र परमानंद शर्मा की उसके साथियों ने पीट पीटकर हत्या कर दी। इस मामले में मृतक के भाई महेंद्र ने टपूकड़ा थाने में मामला दर्ज कराया है। जिसमें चार लोगों पर हत्या का आरोप लगाया है। परिजनों ने बताया जैसे ही उन्हें मामले की सूचना मिली वे मौके पर पहुंचे और खून से लथपथ पड़े सोनू को उठाकर टपूकड़ा सीएचसी पहुंचाया। जहां डॉक्टर ने जांच के बाद उसे मृत घोषित कर दिया।<br />
पुलिस ने सूचना पर शव को कब्जे में लेकर मोर्चरी में रखवा दिया। शुक्रवार सुबह परिजन हत्या का आरोप लगाते हुए आरोपियों को जल्द से जल्द गिरफ्तार करने की मांग को लेकर थाने पहुंचे व पोस्टमार्टम कराने से इनकार करते हुए विरोध जताया। घटना की सूचना लगने पर कस्बे से बड़ी संख्या में लोग थाने पर इक_े हो गए। इस दौरान ग्रामीणों ने कस्बे के मुख्य बाजार बंद करवा दिए व थाने का घेराव किया।<br />
मृतक के चाचा के लडक़े महेंद्र ने दर्ज रिपोर्ट में बताया कि वह 21 अगस्त को रात बाइक से अपने घर से पास की झोपड़ी की ओर जा रहे थे। उसी दौरान ग्राम बुरहेड़ा निवासी जैला उर्फ राजबीर ने उन्हें रोका और बताया कि उनका भाई सोनू पास के एक खाली प्लॉट में पड़ा है। जब महेंद्र व अन्य परिजन मौके पर पहुंचे तो सोनू खून से लथपथ पड़ा मिला। दोनों उसे टपूकड़ा के एक निजी अस्पताल ले गए, जहां डॉक्टरों ने उसे रेफर कर दिया। वे सोनू को सरकारी अस्पताल लेकर गए जहां डॉक्टरों ने उसे मृत घोषित कर दिया। महेन्द्र ने राजबीर, मक्खन, कश्मीर और रज्जाक पर हत्या का आरोप लगाते हुए मामला दर्ज कराया है। तिजारा वृत अधिकारी शिवराज ङ्क्षसह ने ग्रामीणों को समझाते हुए आश्वासन दिया की कुछ लोग हिरासत में लिए गए हैं। पूछताछ व छानबीन के बाद मुख्य आरोपियों को गिरफ्तार कर लिया जाएगा और शाम तक या शनिवार को घटना का खुलासा कर दिया जाएगा। इसके बाद ग्रामीण माने। समाचार लिखने तक शव का पंचनामा तैयार कर पोस्टमार्टम की तैयारी की जा रही थी।</p>
