
<p>Air accidents are a global concern, resulting in significant loss of life and property. Such incidents occur frequently, raising serious concerns. On Thursday, 24 July, another such incident has been reported, although there is currently no confirmation of a crash. A plane has gone missing in Russia.</p>



<h2 class="wp-block-heading">What Happened?</h2>



<p>An An-24 aircraft went missing today in Russia&#8217;s Amur Oblast. The aircraft was carrying 49 people: 43 passengers, including 5 children, and 6 crew members. The plane, operated by Angara Airlines, was en route to Tynda, a city near the China border. Shortly before reaching its destination, contact with the aircraft was lost by Russian air traffic control, and it disappeared.</p>

Coaching Rules: SC and High Court Tough on Student Safety, Guidelines Must Be Followed Within 2 Months


<p><strong>Jaipur:</strong> The Supreme Court has directed all states and union territories to implement regulations for coaching centres within two months. These regulations will mandate registration, student protection, and a grievance redressal mechanism. The court also ordered the formation of district-level monitoring committees, headed by the Collector, to enforce these regulations, conduct inspections, and oversee complaints.</p>



<p>Addressing the issue of student suicides, the court instructed all educational institutions to adopt and implement a uniform mental health policy to prevent suicides. Furthermore, the central government must submit an affidavit within 90 days detailing compliance with the regulations, coordination with states, the monitoring mechanism, and the timeline for the report of the national task force on student mental health.</p>



<h2 class="wp-block-heading">Strict Enforcement</h2>



<p>Meanwhile, the Rajasthan High Court directed the state government to strictly enforce the central government&#8217;s guidelines and the provisions of the Indian Penal Code until a law is enacted. Coaching institutions have also been asked to provide information on the steps taken to prevent student suicides. A division bench comprising Justices Sanjeev Prakash Sharma and Chandraprakash Shrimali issued this order on Friday on a suo moto public interest litigation. The next hearing will be held after three weeks.</p>



<h2 class="wp-block-heading">Publicly Display on Website and Notice Board</h2>



<p>All educational institutions should adopt a uniform mental health policy to prevent suicides, which will be updated annually. This policy must be publicly displayed on the institution&#8217;s website and notice board.</p>



<p>All educational institutions with 100 or more students must employ at least one qualified counsellor, psychologist, or social worker. Institutions with fewer students should also make arrangements for counselling.</p>



<h2 class="wp-block-heading">Essential Guidelines to Follow</h2>



<p>&#8211; Provide counsellors in proportion to the number of students.<br>&#8211; Avoid public shaming or humiliation based on student performance.<br>&#8211; Establish a helpline for mental health and suicide prevention.<br>&#8211; Provide training to all teaching and non-teaching staff from counsellors at least twice a year.<br>&#8211; Establish a mechanism for reporting incidents including sexual harassment, ragging, and bullying.<br>&#8211; Failure to take timely action will render the institution liable.<br>&#8211; Institutions should also organise seminars etc. for parents regarding students&#8217; mental health, so that they do not put undue pressure on their children.</p>



<h2 class="wp-block-heading">Further Important Instructions</h2>



<p>&#8211; Maintain records of awareness activities and submit annual reports to the Department of Education, UGC, AICTE, and CBSE regulatory authorities.<br>&#8211; Increase non-academic activities, including sports. Regularly review the examination pattern.<br>&#8211; All educational institutions, including coaching centres and training institutes, should provide career counselling.<br>&#8211; Residential educational institutions should be free from harassment, bullying, and drugs.<br>&#8211; All residential institutions should implement safety mechanisms on rooftops, balconies, and other areas.<br>&#8211; The Rajasthan High Court has instructed the state government to implement central guidelines until a law is enacted.</p>

<p><strong>IMD Red Alert:</strong> India continues to experience heavy rainfall. The Indian Meteorological Department (IMD) has issued a red alert for heavy rainfall in Madhya Pradesh, Chhattisgarh, Vidarbha, Madhya Maharashtra and Konkan regions of Maharashtra, and Goa. An orange alert has been issued for Odisha, Jharkhand, Kerala, Karnataka, Tamil Nadu, Arunachal Pradesh, Assam, Meghalaya, Nagaland, Manipur, Mizoram, Tripura, and eastern parts of Rajasthan. People have been advised to remain vigilant.</p>



<h2 class="wp-block-heading">Low Pressure Building in Bay of Bengal</h2>



<p>The IMD stated that a low-pressure area is forming over the Bay of Bengal. This is expected to reach the plains of West Bengal, Odisha, and Jharkhand within the next 24 hours. Heavy rainfall is anticipated in these areas today and tomorrow. The department also reported that rainfall continues in Himachal Pradesh. According to the State Disaster Management Authority (SDMA), approximately 221 roads, 36 electricity transformers, and 152 water supply schemes remained closed in the state until Friday evening.</p>



<h2 class="wp-block-heading">Alert for 25 Districts in Bihar</h2>



<p>The meteorological department reported that heavy rainfall continued in Madhya Pradesh on Friday. Singrauli recorded 7 inches of rainfall. Consequently, the administration declared a school holiday in Singrauli. The monsoon has reactivated in Bihar. The Patna-based meteorological department issued an alert for 25 districts in the state today. The department stated that heavy rainfall occurred on Friday in 20 districts, including Patna, Siwan, Aurangabad, Jamui, Bhagalpur, Banka, Hajipur, Nawada, Begusarai, and Samastipur.</p>

<p>The Modi government has banned 25 OTT platforms in the country. Some of the big names included in the banned apps are Ullu, ALTT, and Desiflix. These OTT platforms have been instructed to shut down immediately.</p>



<p>A notification has been issued in this regard by the Ministry of Information and Broadcasting (MIB). It states that the main objective of this step is to curb the spread of obscene content. Such content is considered to be in violation of Indian legal and cultural standards.</p>



<p>The banned apps include Big Shots app, Boomex, Navrasa Lite, Gulab app, Kangan app, Bull app, Jalwa app, Wow Entertainment, Look Entertainment, Hitprime, Faneo, Shoex, Soul Talkies, Adda TV, HotX VIP, Halchal app, MoodX, NeonX VIP, Foogie, Mojflix, and Triflix.</p>



<h2 class="wp-block-heading">Violation of Law</h2>



<p>These apps were found to be violating various laws, including Section 67 and 67A of the Information Technology Act, 2000; Section 294 of the Bharatiya Nyaya Sanhita, 2023; and Section 4 of the Indecent Representation of Women (Prohibition) Act, 1986.</p>



<p>The government has directed internet service providers to block public access to these websites in India. According to media reports, the MIB has also requested the Director (DS-II) of the Department of Telecommunications to assist ISPs in compliance.</p>



<h2 class="wp-block-heading">Supreme Court Also Ordered Action</h2>



<p>This action reflects the government&#8217;s commitment to enforcing digital content regulations and ensuring compliance with laws in the country.</p>



<p>In April, the Supreme Court responded to a petition demanding a ban on obscene content on OTT and social media.</p>



<p>The court stated, “this is not our jurisdiction; you do something”. However, the judges also highlighted the need for action, with the Solicitor General indicating existing regulations and other measures under consideration.</p>

<p>Pakistan&#8217;s Olympic champion Arshad Nadeem has undergone surgery on his calf muscle, casting doubt on the much-anticipated javelin throw contest against Neeraj Chopra at the Silesia Diamond League 2025 next month. The 27-year-old is understood to have opted for surgery now with an eye on the upcoming World Championships.</p>



<p>The Paris 2024 Olympic men&#8217;s javelin gold medallist recently underwent an interventional surgery on his right calf at Spire Hospital, Cambridge, by Dr Ali Bajwa. Nadeem is currently undergoing recovery in London. The Silesia Diamond League in Poland on August 16 was expected to see the first clash between these two stars from India and Pakistan since their historic encounter at Paris 2024, where Nadeem won gold with an Olympic record throw of 92.97m. Tokyo 2020 champion Neeraj Chopra had to settle for silver.</p>



<p>Nadeem&#8217;s coach, Salman Butt, explained that the 27-year-old opted for surgery now keeping the upcoming World Championships in mind. Salman Butt told PTI, “He (Nadeem) is focusing more on preparing for the World Championships in Tokyo in September, so he decided to have surgery on his calf muscle, which had been bothering him for some time. I don&#8217;t think they (Neeraj and Nadeem) will compete against each other until the World event.”</p>

<p>The <strong>CBSE</strong> (Central Board of Secondary Education) has issued a crucial guideline for schools and students. The board has reiterated that the maximum number of students per section, from classes 1 to 12, should be 40. However, this limit can be increased to 45 under specific circumstances. </p>



<p>This move aims to maintain the quality of education in classrooms. </p>



<p>CBSE clarified that ideally, a section should have only 40 students. This not only improves the learning environment but also allows teachers to give individual attention to each student. </p>



<p>However, considering requests from several schools for allowing more students in specific cases, CBSE has decided to grant limited exemptions.</p>



<h2 class="wp-block-heading">CBSE New Guidelines: When is permission for 45 students granted?</h2>



<p>CBSE has outlined specific situations where an exemption of up to 45 students per section may be granted. These situations include:</p>



<p><strong>Parents&#8217; Transfer:</strong> Especially for children of employees working in government, defence, public sector undertakings, or the private sector, requiring admission to a new school due to transfers.<br><strong>Repeaters:</strong> Students repeating the same class for any reason.<br><strong>Students affected by serious illness:</strong> Whose education has been disrupted due to health reasons.<br><strong>Students transitioning from hostel to day scholar:</strong> Requiring a school change due to changes in accommodation.<br><strong>Students seeking academic improvement:</strong> Wishing to re-enroll in the same class to improve their studies, provided no other option is available.</p>

<h2 class="wp-block-heading">CBSE New Guidelines: Mandatory Procedures for Schools</h2>



<p>If a school wishes to admit more than 40 students, they must follow the prescribed procedure.</p>



<p><strong>Classes 9 to 12:</strong> The reason for admitting additional students must be uploaded to the CBSE portal. It should also be mentioned in the school&#8217;s admission and withdrawal register.<br><strong>Classes 1 to 8:</strong> The reason will only be recorded in the register, but the relevant information must be uploaded to the CBSE&#8217;s OASIS portal.<br><strong>Regional Office Permission:</strong> Before admitting transfer or repeater category students during the session, permission must be obtained from the concerned CBSE regional office.</p>



<h2 class="wp-block-heading">CBSE: No Admission Beyond the Limit</h2>



<p>CBSE has clarified that under no circumstances can more than 45 students be admitted to a section. The board states that this rule is crucial for maintaining teaching quality and avoiding overcrowding. If a school creates a section with up to 45 students, it must ensure certain minimum physical facilities. Under clause 4.8 of the CBSE Affiliation Bye-laws 2018, the minimum size of a classroom should be 500 square feet. Also, at least 1 square metre of space should be available per student. CBSE has also suggested that schools prepare their infrastructure to implement the 40-student limit in the future, which may involve constructing new classrooms or expanding existing ones.</p>

<p>China&#8217;s disillusionment with Pakistan is now evident, as highlighted by a recent incident. Pakistani army chief General Asim Munir is currently on a visit to China.</p>

<p>He also assured Yi that the Pakistani army would take all necessary steps to ensure the safety of Chinese citizens.</p>



<p>In October 2024, two Chinese engineers were killed in a suicide car bomb explosion outside Karachi airport. In March of the same year, five Chinese workers were killed in a suicide bombing in Pakistan.</p>



<p>This is Munir&#8217;s first visit to China since rising tensions with India. This trip comes at a time when Pakistan is facing severe economic hardship.</p>



<p>Ministers are being denied permission for foreign travel due to financial constraints, while the Pakistani army chief continues his lavish lifestyle.</p>



<p>The Chinese Foreign Minister congratulated Munir on his recent promotion to the rank of Field Marshal. Minister Yi also stressed that Pakistan remains a diplomatic priority for China.</p>



<p>He spoke of working with Islamabad to implement the strategic consensus reached between the leaders of both countries, further deepening strategic cooperation in all circumstances, and bringing greater benefits to the people of both nations.</p>



<p>A statement from the Chinese Foreign Ministry said that both sides have always firmly supported each other on issues related to each other&#8217;s core interests and stood together in all circumstances while facing various challenges.</p>



<p>In recent years, the alliance between China and Pakistan has deepened significantly, impacting India&#8217;s security, economic aspirations, and regional standing.</p>



<p>The Indian army has alleged that China provided live inputs to Pakistan during Operation Sindur. Pakistan also used Chinese-made equipment during hostilities earlier this year.</p>

<p>The border dispute between Thailand and Cambodia is now in its third day, and the fighting continues. Soldiers from both countries are attacking each other. <p>In light of the escalating conflict, Cambodia has called for a ceasefire. Cambodia&#8217;s representative at the United Nations (UN) has stressed the urgent need for an immediate ceasefire. The Thai army had previously attempted to de-escalate tensions through talks with the Cambodian army, but these efforts failed, and the fighting continued.</p>

<p>Without a ceasefire, the conflict between Thailand and Cambodia is likely to escalate further. Cambodia is aware that its military is unlikely to withstand a prolonged conflict against Thailand&#8217;s superior military strength.</p>

<p><strong>Jaipur:</strong> The state government is preparing to hold elections for Panchayati Raj institutions and urban bodies simultaneously in December this year. A ministerial subcommittee is preparing a report on the restructuring of these institutions for this purpose.</p>



<p>The report on restructuring, prepared by the ministerial subcommittee, will be submitted to Chief Minister Bhajan Lal Sharma within the next 15-20 days. Social Justice and Empowerment Minister Avinash Gehlot gave this information after a subcommittee meeting on Tuesday.</p>



<h2 class="wp-block-heading">Discussion on Objections and Suggestions</h2>



<p>He informed that the meeting discussed proposals, objections, and suggestions received from districts regarding the restructuring of Panchayats and Zila Parishads. Proposals related to the formation of new Panchayats and Panchayat Samitis are currently being finalised. After submitting the report to the Chief Minister, the final decision will be taken at his level.</p>



<h2 class="wp-block-heading">Tenure Ending This Year</h2>



<p>It is noteworthy that the tenure of Panchayati Raj institutions and urban bodies in the state is ending at the end of this year. Therefore, the government is seriously considering holding both elections simultaneously.</p>



<p>If this process is completed, it will facilitate coordinated administration and election conduct, reducing expenses. The government is trying to complete the restructuring process on time and submit the necessary information to the Election Commission so that the elections can be held on time.</p>

<p><strong>Plain Porridge (Oats or Ragi based)</strong><br>Tryptophan present in ragi and oats calms the mind. Porridge cooked with light spices is perfect for dinner.</p>



<p><strong>Paneer Bhurji + Chapati (made with less oil)</strong><br>The protein and tryptophan in paneer improve sleep. Cook it with light spices.</p>



<p><strong>Steamed Idli + Coconut Chutney</strong><br>If you want something very light, idli is a good option. It is not heavy on the stomach and does not disrupt sleep.</p>

<p>The Indian government banned 25 apps, including Ullu and ALTT Balaji, on Friday, 25 July, citing allegations of obscene content. ALTT Balaji was reportedly associated with Ekta Kapoor. Following the ban, a statement was released from Ekta Kapoor&#8217;s official Instagram handle clarifying her lack of involvement with the app.</p>



<h2 class="wp-block-heading">Ekta&#8217;s Statement on ALTT Balaji App Ban </h2>



<p>Following reports claiming ALTT Balaji was a subsidiary of a company owned by Ekta Kapoor, and speculation about the financial impact on her, Kapoor issued an official statement.</p>

<h2 class="wp-block-heading">Ekta Clarifies Severed Ties with ALTT Balaji </h2>



<p>In her statement, Ekta Kapoor addressed media reports regarding the ban on ALTT, asserting that neither she nor her mother, Shobha Kapoor, have any connection with the app. They terminated their relationship with ALTT in June 2021. The statement refutes any claims to the contrary and requests the media to report factually.</p>



<h2 class="wp-block-heading">Ekta Kapoor Emphasises Compliance with Laws </h2>



<p>The statement further clarifies that Balaji Telefilms, the production house founded by Ekta Kapoor and Shobha Kapoor in 1984, adheres to all laws and regulations. It denies any association with ALTT and refutes any claims suggesting otherwise. Balaji Telefilms is known for producing numerous popular television serials.</p>



<h2 class="wp-block-heading">25 Apps Banned</h2>



<p>The government&#8217;s ban on 25 online platforms targeted apps that disseminate obscene content and undermine family values. The ban includes several apps, notably ULLU, ALTT, Navrasa, and Gulaab, deemed to be promoting harmful societal messages.</p>
