
<p>A tragic incident occurred Friday morning in Jhalawar district, Rajasthan. Due to heavy rainfall, the roof of the old building of the government upper primary school in Piplodi village, Manoharthana area, suddenly collapsed. Dozens of students studying in the school were trapped under the debris. Six children lost their lives after being buried under the debris, while 28 others were seriously injured.</p>



<p>According to local villagers, more than fifty students were present in the classroom at the time of the incident. As soon as the roof collapsed, a loud noise was heard, and there was a scream. Villagers and teachers immediately started removing the debris. People present at the scene took the injured to the CHC hospital in Manoharthana using private vehicles. An investigation into the incident has been ordered.</p>



<h2 class="wp-block-heading">Police and Administrative Officials at the Scene</h2>



<p>Upon receiving the information, police and administrative officials reached the scene. The debris is being removed rapidly with the help of a JCB machine. Relief and rescue operations are underway, and the condition of several children is reported to be critical. The administration has instructed that the injured students receive the best possible treatment, while questions are being raised about the dilapidated condition of the school building.</p>



<h2 class="wp-block-heading">The School Building Was Quite Old</h2>



<p>Villagers reported that the school building was quite old and that complaints about water leaking during the rains had been made previously. Despite repeated complaints, the authorities took no action. This incident raises serious questions once again about the dilapidated condition of government schools. Similar incidents have occurred in the state before.</p>

<h2 class="wp-block-heading">Vlad Rudenko&#8217;s Case</h2>



<p>One such case involves 19-year-old Vlad Rudenko, who shared his ordeal with a newspaper. He described being forced to sing the Russian national anthem daily, along with rigorous physical exercises including jumping, squats, running, and crawling. He also received weapons training. Rudenko added that teenagers received training tailored to their age; 16 and 17-year-olds were given mock rifles, while older children used weapons with live ammunition.</p>



<h2 class="wp-block-heading">Rudenko&#8217;s Abduction in 2022</h2>



<p>In October 2022, during the Russian occupation of Kherson, Rudenko, then 16, was abducted at gunpoint. He was taken to Crimea, where he spent three years in a re-education facility before escaping with his mother&#8217;s help, traversing the warzone to return home.</p>

<p>A shocking incident has come to light from Khurai, in Sagar district, Madhya Pradesh. Four members of a single family have died by suicide. The incident occurred in Tihar village, under the Khurai urban police station area. Police arrived at the scene after receiving information and have launched an investigation. The four bodies have been sent to the mortuary for post-mortem examinations, which will be conducted today. The reasons behind the suicide are yet to be ascertained. Police are investigating the matter.</p>



<p>Among the deceased are a man, his elderly mother, and his two children. His wife was reportedly at her parents&#8217; home. This sensational incident took place late Friday night. According to reports, Manohar Singh Lodhi, his 70-year-old mother Phoolrani Lodhi, his 18-year-old daughter Shivani, and his 16-year-old son Aniket died by suicide. Phoolrani and Aniket died at the scene. Shivani died during treatment at the hospital. Manohar was referred to Sagar District Hospital in critical condition, but died en route.</p>



<h2 class="wp-block-heading">Police Investigating the Matter</h2>



<p>Manohar&#8217;s elder brother, Nandram Singh Lodhi, stated that they are four brothers. Two live in the village, and two live in a house near the village. One brother lives above Manohar&#8217;s house. When he heard sounds of vomiting from downstairs, he went to investigate and was shocked by what he found. He immediately informed a nearby family and then contacted other family members. Manohar and his daughter Shivani were rushed to the hospital, while his mother and nephew were already dead. The police are currently investigating the reasons behind the incident.</p>



<h2 class="wp-block-heading">Cause of Suicide Unknown</h2>



<p>Dr. Barkha Kesharwani, the doctor on duty at Khurai Civil Hospital, told the media that four people were brought to the hospital at night. All four had attempted suicide. Two were brought dead, while a girl and her father were in critical condition. The girl and her father were referred to Sagar, but the girl died at the hospital, and her father died on the way to the district hospital.</p>

<p>A major accident was narrowly averted on Friday at the government primary school in Kharia ki Dhani, Khariyawas area, Degana sub-division, Nagaur district, Rajasthan. The school&#8217;s dilapidated roof suddenly collapsed. Fortunately, no children were present in the classroom at the time, preventing any casualties. This incident occurred in the morning, before the school assembly.</p>



<p>Local villagers and teachers immediately began clearing the debris. This incident has once again raised questions about the state of dilapidated buildings in government schools across the state.</p>



<p>Recently, in Piplodi village, Jhalawar, the collapse of a government school roof resulted in the death of 7 children and injuries to 21 others. Following this, there have been demands for swift action from the administration to prevent such incidents. Locals reported that the administration had been informed several times about the poor condition of the school building, but no action was taken.</p>



<h2 class="wp-block-heading">Many Government School Buildings in the District are Dilapidated</h2>



<p>The incident in Jhalawar, where a section of a government school collapsed, killing seven children, serves as a lesson for the local administration and education department of Nagaur district. If the condition of school buildings is not addressed in time, there could be more such tragedies. According to reports, there are 88 schools in Mundwa block alone that are in a dilapidated condition.</p>

Coaching Rules: SC and High Court Tough on Student Safety, Guidelines Must Be Followed Within 2 Months


<p><strong>Jaipur:</strong> The Supreme Court has directed all states and union territories to implement regulations for coaching centres within two months. These regulations will mandate registration, student protection, and a grievance redressal mechanism. The court also ordered the formation of district-level monitoring committees, headed by the Collector, to enforce these regulations, conduct inspections, and oversee complaints.</p>



<p>Addressing the issue of student suicides, the court instructed all educational institutions to adopt and implement a uniform mental health policy to prevent suicides. Furthermore, the central government must submit an affidavit within 90 days detailing compliance with the regulations, coordination with states, the monitoring mechanism, and the timeline for the report of the national task force on student mental health.</p>



<h2 class="wp-block-heading">Strict Enforcement</h2>



<p>Meanwhile, the Rajasthan High Court directed the state government to strictly enforce the central government&#8217;s guidelines and the provisions of the Indian Penal Code until a law is enacted. Coaching institutions have also been asked to provide information on the steps taken to prevent student suicides. A division bench comprising Justices Sanjeev Prakash Sharma and Chandraprakash Shrimali issued this order on Friday on a suo moto public interest litigation. The next hearing will be held after three weeks.</p>



<h2 class="wp-block-heading">Publicly Display on Website and Notice Board</h2>



<p>All educational institutions should adopt a uniform mental health policy to prevent suicides, which will be updated annually. This policy must be publicly displayed on the institution&#8217;s website and notice board.</p>



<p>All educational institutions with 100 or more students must employ at least one qualified counsellor, psychologist, or social worker. Institutions with fewer students should also make arrangements for counselling.</p>



<h2 class="wp-block-heading">Essential Guidelines to Follow</h2>



<p>&#8211; Provide counsellors in proportion to the number of students.<br>&#8211; Avoid public shaming or humiliation based on student performance.<br>&#8211; Establish a helpline for mental health and suicide prevention.<br>&#8211; Provide training to all teaching and non-teaching staff from counsellors at least twice a year.<br>&#8211; Establish a mechanism for reporting incidents including sexual harassment, ragging, and bullying.<br>&#8211; Failure to take timely action will render the institution liable.<br>&#8211; Institutions should also organise seminars etc. for parents regarding students&#8217; mental health, so that they do not put undue pressure on their children.</p>



<h2 class="wp-block-heading">Further Important Instructions</h2>



<p>&#8211; Maintain records of awareness activities and submit annual reports to the Department of Education, UGC, AICTE, and CBSE regulatory authorities.<br>&#8211; Increase non-academic activities, including sports. Regularly review the examination pattern.<br>&#8211; All educational institutions, including coaching centres and training institutes, should provide career counselling.<br>&#8211; Residential educational institutions should be free from harassment, bullying, and drugs.<br>&#8211; All residential institutions should implement safety mechanisms on rooftops, balconies, and other areas.<br>&#8211; The Rajasthan High Court has instructed the state government to implement central guidelines until a law is enacted.</p>

<p><strong>IMD Red Alert:</strong> India continues to experience heavy rainfall. The Indian Meteorological Department (IMD) has issued a red alert for heavy rainfall in Madhya Pradesh, Chhattisgarh, Vidarbha, Madhya Maharashtra and Konkan regions of Maharashtra, and Goa. <p>Pakistan&#8217;s Olympic champion Arshad Nadeem has undergone surgery on his calf muscle, casting doubt on the much-anticipated javelin throw contest against Neeraj Chopra at the Silesia Diamond League 2025 next month. The 27-year-old is understood to have opted for surgery now with an eye on the upcoming World Championships.</p>



<p>The Paris 2024 Olympic men&#8217;s javelin gold medallist recently underwent an interventional surgery on his right calf at Spire Hospital, Cambridge, by Dr Ali Bajwa. Nadeem is currently undergoing recovery in London. The Silesia Diamond League in Poland on August 16 was expected to see the first clash between these two stars from India and Pakistan since their historic encounter at Paris 2024, where Nadeem won gold with an Olympic record throw of 92.97m. Tokyo 2020 champion Neeraj Chopra had to settle for silver.</p>



<p>Nadeem&#8217;s coach, Salman Butt, explained that the 27-year-old opted for surgery now keeping the upcoming World Championships in mind. Salman Butt told PTI, “He (Nadeem) is focusing more on preparing for the World Championships in Tokyo in September, so he decided to have surgery on his calf muscle, which had been bothering him for some time. I don&#8217;t think they (Neeraj and Nadeem) will compete against each other until the World event.”</p>

<p>The border dispute between Thailand and Cambodia is now in its third day, and the fighting continues. Soldiers from both countries are attacking each other. So far, 33 people have died in the conflict: 20 in Thailand (including one soldier and 19 civilians), and 13 in Cambodia (including 5 soldiers and 8 civilians). Approximately 130 people have been injured in total.</p>

<p>The conflict has caused mass displacement. Around 130,000 people in Thailand near the border have fled their homes to safer locations. Over 300 shelters have been set up for them. Similarly, approximately 35,000 people in Cambodia have been displaced from their homes near the border.</p>



<h2 class="wp-block-heading">Cambodia Calls for a Ceasefire</h2>



<p>In light of the escalating conflict, Cambodia has called for a ceasefire. Cambodia&#8217;s representative at the United Nations (UN) has stressed the urgent need for an immediate ceasefire. The Thai army had previously attempted to de-escalate tensions through talks with the Cambodian army, but these efforts failed, and the fighting continued.</p>



<h2 class="wp-block-heading">Why Does Cambodia Want a Ceasefire?</h2>



<p>Without a ceasefire, the conflict between Thailand and Cambodia is likely to escalate further. Cambodia is aware that its military is unlikely to withstand a prolonged conflict against Thailand&#8217;s superior military strength.</p>

<p>The Indian government banned 25 apps, including Ullu and ALTT Balaji, on Friday, 25 July, citing allegations of obscene content. ALTT Balaji was reportedly associated with Ekta Kapoor.
