Coaching Rules: SC and High Court Tough on Student Safety, Guidelines Must Be Followed Within 2 Months


<p><strong>Jaipur:</strong> The Supreme Court has directed all states and union territories to implement regulations for coaching centres within two months. These regulations will mandate registration, student protection, and a grievance redressal mechanism. The court also ordered the formation of district-level monitoring committees, headed by the Collector, to enforce these regulations, conduct inspections, and oversee complaints.</p>



<p>Addressing the issue of student suicides, the court instructed all educational institutions to adopt and implement a uniform mental health policy to prevent suicides. Furthermore, the central government must submit an affidavit within 90 days detailing compliance with the regulations, coordination with states, the monitoring mechanism, and the timeline for the report of the national task force on student mental health.</p>



<h2 class="wp-block-heading">Strict Enforcement</h2>



<p>Meanwhile, the Rajasthan High Court directed the state government to strictly enforce the central government&#8217;s guidelines and the provisions of the Indian Penal Code until a law is enacted. Coaching institutions have also been asked to provide information on the steps taken to prevent student suicides. A division bench comprising Justices Sanjeev Prakash Sharma and Chandraprakash Shrimali issued this order on Friday on a suo moto public interest litigation. The next hearing will be held after three weeks.</p>



<h2 class="wp-block-heading">Publicly Display on Website and Notice Board</h2>



<p>All educational institutions should adopt a uniform mental health policy to prevent suicides, which will be updated annually. This policy must be publicly displayed on the institution&#8217;s website and notice board.</p>



<p>All educational institutions with 100 or more students must employ at least one qualified counsellor, psychologist, or social worker. Institutions with fewer students should also make arrangements for counselling.</p>



<h2 class="wp-block-heading">Essential Guidelines to Follow</h2>



<p>&#8211; Provide counsellors in proportion to the number of students.<br>&#8211; Avoid public shaming or humiliation based on student performance.<br>&#8211; Establish a helpline for mental health and suicide prevention.<br>&#8211; Provide training to all teaching and non-teaching staff from counsellors at least twice a year.<br>&#8211; Establish a mechanism for reporting incidents including sexual harassment, ragging, and bullying.<br>&#8211; Failure to take timely action will render the institution liable.<br>&#8211; Institutions should also organise seminars etc. for parents regarding students&#8217; mental health, so that they do not put undue pressure on their children.</p>



<h2 class="wp-block-heading">Further Important Instructions</h2>



<p>&#8211; Maintain records of awareness activities and submit annual reports to the Department of Education, UGC, AICTE, and CBSE regulatory authorities.<br>&#8211; Increase non-academic activities, including sports. Regularly review the examination pattern.<br>&#8211; All educational institutions, including coaching centres and training institutes, should provide career counselling.<br>&#8211; Residential educational institutions should be free from harassment, bullying, and drugs.<br>&#8211; All residential institutions should implement safety mechanisms on rooftops, balconies, and other areas.<br>&#8211; The Rajasthan High Court has instructed the state government to implement central guidelines until a law is enacted.</p>

<p><strong>IMD Red Alert:</strong> India continues to experience heavy rainfall. The Indian Meteorological Department (IMD) has issued a red alert for heavy rainfall in Madhya Pradesh, Chhattisgarh, Vidarbha, Madhya Maharashtra and Konkan regions of Maharashtra, and Goa. An orange alert has been issued for Odisha, Jharkhand, Kerala, Karnataka, Tamil Nadu, Arunachal Pradesh, Assam, Meghalaya, Nagaland, Manipur, Mizoram, Tripura, and eastern parts of Rajasthan. People have been advised to remain vigilant.</p>



<h2 class="wp-block-heading">Low Pressure Building in Bay of Bengal</h2>



<p>The IMD stated that a low-pressure area is forming over the Bay of Bengal. This is expected to reach the plains of West Bengal, Odisha, and Jharkhand within the next 24 hours. Heavy rainfall is anticipated in these areas today and tomorrow. The department also reported that rainfall continues in Himachal Pradesh. According to the State Disaster Management Authority (SDMA), approximately 221 roads, 36 electricity transformers, and 152 water supply schemes remained closed in the state until Friday evening.</p>



<h2 class="wp-block-heading">Alert for 25 Districts in Bihar</h2>



<p>The meteorological department reported that heavy rainfall continued in Madhya Pradesh on Friday. Singrauli recorded 7 inches of rainfall. Consequently, the administration declared a school holiday in Singrauli. The monsoon has reactivated in Bihar. The Patna-based meteorological department issued an alert for 25 districts in the state today. The department stated that heavy rainfall occurred on Friday in 20 districts, including Patna, Siwan, Aurangabad, Jamui, Bhagalpur, Banka, Hajipur, Nawada, Begusarai, and Samastipur.</p>

<p>The Modi government has banned 25 OTT platforms in the country. Some of the big names included in the banned apps are Ullu, ALTT, and Desiflix. These OTT platforms have been instructed to shut down immediately.</p>



<p>A notification has been issued in this regard by the Ministry of Information and Broadcasting (MIB). It states that the main objective of this step is to curb the spread of obscene content. Such content is considered to be in violation of Indian legal and cultural standards.</p>



<p>The banned apps include Big Shots app, Boomex, Navrasa Lite, Gulab app, Kangan app, Bull app, Jalwa app, Wow Entertainment, Look Entertainment, Hitprime, Faneo, Shoex, Soul Talkies, Adda TV, HotX VIP, Halchal app, MoodX, NeonX VIP, Foogie, Mojflix, and Triflix.</p>



<h2 class="wp-block-heading">Violation of Law</h2>



<p>These apps were found to be violating various laws, including Section 67 and 67A of the Information Technology Act, 2000; Section 294 of the Bharatiya Nyaya Sanhita, 2023; and Section 4 of the Indecent Representation of Women (Prohibition) Act, 1986.</p>



<p>The government has directed internet service providers to block public access to these websites in India. According to media reports, the MIB has also requested the Director (DS-II) of the Department of Telecommunications to assist ISPs in compliance.</p>



<h2 class="wp-block-heading">Supreme Court Also Ordered Action</h2>



<p>This action reflects the government&#8217;s commitment to enforcing digital content regulations and ensuring compliance with laws in the country.</p>



<p>In April, the Supreme Court responded to a petition demanding a ban on obscene content on OTT and social media.</p>



<p>The court stated, “this is not our jurisdiction; you do something”. However, the judges also highlighted the need for action, with the Solicitor General indicating existing regulations and other measures under consideration.</p>

The board has reiterated that the maximum number of students per section, from classes 1 to 12, should be 40. However, this limit can be increased to 45 under specific circumstances. </p>



<p>This move aims to maintain the quality of education in classrooms. </p>



<p>CBSE clarified that ideally, a section should have only 40 students. This not only improves the learning environment but also allows teachers to give individual attention to each student. </p>



<p>However, considering requests from several schools for allowing more students in specific cases, CBSE has decided to grant limited exemptions.</p>



<h2 class="wp-block-heading">CBSE New Guidelines: When is permission for 45 students granted?</h2>



<p>CBSE has outlined specific situations where an exemption of up to 45 students per section may be granted. These situations include:</p>



<p><strong>Parents&#8217; Transfer:</strong> Especially for children of employees working in government, defence, public sector undertakings, or the private sector, requiring admission to a new school due to transfers.<br><strong>Repeaters:</strong> Students repeating the same class for any reason.<br><strong>Students affected by serious illness:</strong> Whose education has been disrupted due to health reasons.<br><strong>Students transitioning from hostel to day scholar:</strong> Requiring a school change due to changes in accommodation.<br><strong>Students seeking academic improvement:</strong> Wishing to re-enroll in the same class to improve their studies, provided no other option is available.</p>

<p><strong>Classes 9 to 12:</strong> The reason for admitting additional students must be uploaded to the CBSE portal. It should also be mentioned in the school&#8217;s admission and withdrawal register.<br><strong>Classes 1 to 8:</strong> The reason will only be recorded in the register, but the relevant information must be uploaded to the CBSE&#8217;s OASIS portal.<br><strong>Regional Office Permission:</strong> Before admitting transfer or repeater category students during the session, permission must be obtained from the concerned CBSE regional office.</p>



<h2 class="wp-block-heading">CBSE: No Admission Beyond the Limit</h2>



<p>CBSE has clarified that under no circumstances can more than 45 students be admitted to a section. The board states that this rule is crucial for maintaining teaching quality and avoiding overcrowding. If a school creates a section with up to 45 students, it must ensure certain minimum physical facilities. Under clause 4.8 of the CBSE Affiliation Bye-laws 2018, the minimum size of a classroom should be 500 square feet. Also, at least 1 square metre of space should be available per student. CBSE has also suggested that schools prepare their infrastructure to implement the 40-student limit in the future, which may involve constructing new classrooms or expanding existing ones.</p>

<p>This is Munir&#8217;s first visit to China since rising tensions with India. This trip comes at a time when Pakistan is facing severe economic hardship.</p>

<p>Following the Supreme Court&#8217;s green signal, the Central Bureau of Investigation (CBI) is prepared to take stringent action in the builder-bank nexus case. Sources suggest that the CBI may register 22 cases within the next 48 hours, with formal investigations commencing next week. These cases will cover over 80 real estate projects in Noida, Greater Noida, Gurugram, Yamuna Authority, and Ghaziabad.</p>



<h2 class="wp-block-heading">Investigation Gathers Pace After Supreme Court Permission</h2>



<p>Three days ago, the Supreme Court permitted the CBI to register 22 cases against builders and their colluding banks who defrauded homebuyers in the NCR. This permission was granted based on preliminary investigations where the CBI found cognisable offences. </p>



<p>Earlier, in March 2025, the court had allowed preliminary investigations into five major cases. The investigating agency informed the court that irregularities and fraud committed by builders and financial institutions had been confirmed, necessitating a detailed investigation.</p>



<h2 class="wp-block-heading">Big Builders, Big Questions</h2>



<p>All major builders in Noida and Greater Noida are under the CBI&#8217;s scanner. Some of these builders have had close ties with previous state governments. The CBI has already inspected these builders&#8217; projects and conducted thorough document checks in some cases. </p>



<p>According to CBI sources, most of these projects are incomplete, and flat buyers have been waiting for possession for years. Now, layers of financial irregularities and fraud are being uncovered in these projects.</p>



<h2 class="wp-block-heading">Crores Swindled Under the Guise of Subsidy Schemes</h2>



<p>The alleged subsidy scheme formed the core of this scam. Under this scheme, banks approved loans in the names of buyers, but the money went directly into the builders&#8217; accounts. The condition was that the builder would pay the EMIs until possession of the flats was given. However, the builders stopped paying the installments after some time.</p>



<p>Subsequently, banks, citing a tripartite agreement, sent notices to buyers demanding payment of installments. In many cases, buyers were even threatened with being declared defaulters, despite not receiving their flats or possession. This process has plunged thousands of middle-class families into financial and mental distress.</p>



<h2 class="wp-block-heading">Authorities and Banks Also Under Scrutiny</h2>



<p>Not only builders, but also officials from Noida, Greater Noida, Yamuna, and other authorities, along with financial institutions/banks, are under CBI investigation. It is alleged that the authorities showed gross negligence in monitoring projects and granted builders undue concessions against regulations.</p>



<h2 class="wp-block-heading">ED to Join the Investigation</h2>



<p>Considering the angle of money laundering, the Enforcement Directorate (ED) has also been included in this investigation. Given the suspected misuse of crores of rupees and potential foreign investment, both agencies will coordinate their actions.</p>



<h2 class="wp-block-heading">Buyer Petitions Formed the Basis</h2>



<p>Over 1200 petitions filed in the Supreme Court brought this entire matter into national debate. More than 700 buyers associated with Supertech Group projects alone filed 84 separate petitions. Based on these petitions, the court allowed the CBI to intervene.</p>

<p><strong>Jaipur:</strong> The state government is preparing to hold elections for Panchayati Raj institutions and urban bodies simultaneously in December this year. A ministerial subcommittee is preparing a report on the restructuring of these institutions for this purpose.</p>



<p>The report on restructuring, prepared by the ministerial subcommittee, will be submitted to Chief Minister Bhajan Lal Sharma within the next 15-20 days. Social Justice and Empowerment Minister Avinash Gehlot gave this information after a subcommittee meeting on Tuesday.</p>



<h2 class="wp-block-heading">Discussion on Objections and Suggestions</h2>



<p>He informed that the meeting discussed proposals, objections, and suggestions received from districts regarding the restructuring of Panchayats and Zila Parishads. Proposals related to the formation of new Panchayats and Panchayat Samitis are currently being finalised. After submitting the report to the Chief Minister, the final decision will be taken at his level.</p>

<p>It is noteworthy that the tenure of Panchayati Raj institutions and urban bodies in the state is ending at the end of this year. Therefore, the government is seriously considering holding both elections simultaneously.</p>



<p>If this process is completed, it will facilitate coordinated administration and election conduct, reducing expenses. The government is trying to complete the restructuring process on time and submit the necessary information to the Election Commission so that the elections can be held on time.</p>

<p><strong>England reacts to Rishabh Pant Injury:</strong> India suffered a major blow on the first day of the Manchester Test with Rishabh Pant sustaining an injury. The Indian team has so far only stated that Pant was taken to hospital for a scan. The severity of his injury may be known before the second day&#8217;s play. </p>



<p>Speaking at the post-match press conference, England&#8217;s bowling all-rounder Liam Dawson stated, &#8220;I don&#8217;t think he (Rishabh Pant) will be playing in this match anymore.&#8221;</p>



<h2 class="wp-block-heading">Reverse Scoop Shot Attempt Proves Costly</h2>



<p>In the Manchester Test, vice-captain Rishabh Pant appeared comfortable at the crease. In his characteristic style, he attempted a reverse scoop shot against fast bowler Chris Woakes. However, he only managed a slight inside edge of the bat, and the ball hit his right leg directly. Pant immediately stumbled. Although he avoided being LBW, the injury forced him to leave the field.</p>



<h2 class="wp-block-heading">Sai Sudarshan Provides Update</h2>



<p>Speaking at the post-match press conference on behalf of India, Sai Sudarshan stated that Pant was in considerable pain and had gone for a scan. He added, &#8220;We will know overnight, maybe we&#8217;ll get information tomorrow. Obviously, if he&#8217;s out, it will be a big miss because he was batting very well. If he doesn&#8217;t return, we will miss a batsman.&#8221;</p>



<h2 class="wp-block-heading">England Cautious, but Acknowledges Pant&#8217;s Unlikely Return</h2>



<p>The England camp also seemed aware of the severity of the injury. Bowling all-rounder Liam Dawson, returning to Test cricket in this match, said in the press conference, &#8220;Hopefully, it won&#8217;t be too serious, but I don&#8217;t think he&#8217;ll be playing in this match anymore.&#8221; This means India will be a batsman short, which is certainly a significant advantage for the home team.</p>
