Delhi-NCR lashed by fierce rain and winds: 4 dead, roads flooded, 100 flights delayed


<p>Delhi-NCR experienced a sudden weather change on Friday morning, with heavy rain and strong winds commencing. Since morning, the capital and surrounding areas have witnessed disrupted daily life due to strong winds, lightning, and rain. Four people died in Chhattarpur after a tree fell on a house. Many areas experienced waterlogging, impacting traffic. The meteorological department has issued a red alert for Delhi and warned of winds reaching speeds of 70-80 km per hour in the next few hours.</p>



<h2 class="wp-block-heading">100 Flights Delayed</h2>



<p>Due to strong winds, a metal structure collapsed at Indira Gandhi International Airport (Terminal 3). Furthermore, over 40 flights were diverted, and more than 100 flights are delayed due to the inclement weather. According to the meteorological department, hail has also been reported in some areas, increasing the risk of injury to people and livestock in open spaces.</p>

<p>Besides Delhi-NCR, alerts have also been issued for several districts in Haryana, Uttar Pradesh, and Rajasthan. Moderate to heavy rain and thunderstorms are expected in Yamunanagar, Karnal, Panipat, Mathura, Agra, Bharatpur, and surrounding areas. Winds in these areas could reach speeds of 40 to 90 km per hour.</p>

Weak structures and huts may also be damaged. The meteorological department has advised citizens to stay indoors, keep windows and doors closed, and avoid travel.</p>

<p>According to the meteorological department, strong thunderstorms, lightning, and heavy rain are likely in several parts of north-eastern and southern India in the next few hours. <p>Former Union Minister and veteran senior Congress leader Girija Vyas passed away on Thursday evening at a private hospital in Ahmedabad. Her death has cast a pall of gloom across Rajasthan. Girija Vyas was a highly respected teacher and a great philosopher; her contributions will not be forgotten. Her last rites will be performed in Udaipur on 2nd May.</p>



<h2 class="wp-block-heading">Girija Vyas: From Teacher to Union Minister</h2>



<p><strong>1-</strong> Girija Vyas was born on 8 July 1946 to Krishna Sharma and Jamuna Devi Vyas.<br><strong>2-</strong> After obtaining a doctorate in Philosophy, she began teaching at Sukhadia University.<br><strong>3-</strong> She authored eight books, three of which are poetry collections. &#8216;Ehsaas Ke Paar&#8217; contains her Urdu poetry, &#8216;Seep, Samandar aur Moti&#8217; features her Hindi and Urdu poems, while &#8216;Nostalgia&#8217; comprises English verse.</p>



<p><strong>4-</strong> She served as the President of the Udaipur District Congress Committee from 1977 to 1984.<br><strong>5-</strong> In 1985, she was elected as an MLA from Udaipur and served as a Minister in the state government.<br><strong>6-</strong> She was elected to the Lok Sabha from Udaipur in 1991. She served as a Deputy Minister (Information and Broadcasting) in the P.V. Narasimha Rao government.<br><strong>7-</strong> In 1993, Girija Vyas became the President of the All India Mahila Congress Committee.<br><strong>8-</strong> She was re-elected to the 11th Lok Sabha in 1996 (second term).<br><strong>9-</strong> She was re-elected to the 13th Lok Sabha in 1999 (third term).<br><strong>10-</strong> From 2001 to 2004, she served as the President of the Pradesh Congress Committee.<br><strong>11-</strong> In 2005, she was appointed as the Chairperson of the 5th National Commission for Women. She held this position until 2011.<br><strong>12-</strong> In 2009, she was elected as a Member of the 15th Lok Sabha from Chittorgarh.<br><strong>13-</strong> In 2018, she contested the Assembly elections from Udaipur but was not elected.</p>

<p>According to a recent report by the Association for Democratic Reform (ADR), 28 percent means 143, of women legislators and parliamentarians across the country have criminal cases registered against them. Meanwhile, 17 women parliamentarians and legislators have declared themselves as billionaires. These 17 billionaire parliamentarians and legislators include six out of 75 women MPs in the Lok Sabha, three out of 37 in the Rajya Sabha, and eight out of 400 women MLAs in state and union territory assemblies. The report states that there are a total of 513 women MPs and MLAs in the country, of whom 512 have submitted affidavits.</p>



<h2 class="wp-block-heading">Criminal Cases Against Women Lawmakers</h2>



<p>Of the 75 women MPs in the Lok Sabha, 24 have declared criminal cases against themselves; 10 out of 37 women MPs in the Rajya Sabha; and 109 out of 400 women MLAs. Furthermore, 78 women MPs face serious criminal charges such as attempted murder and murder. This includes 14 out of 75 women MPs in the Lok Sabha, 7 out of 37 in the Rajya Sabha, and 57 out of 400 women MLAs who have disclosed serious criminal cases against themselves.</p>



<h2 class="wp-block-heading">Highest Number of Cases Against TDP Women Lawmakers</h2>



<p>Party-wise, the BJP has the highest number of women MPs and MLAs at 217, with 23 percent facing criminal cases and 11 percent facing serious charges. This proportion is higher in the Congress, where 34 percent of the 83 women lawmakers face criminal cases and 20 percent face serious charges.</p>



<h2 class="wp-block-heading">45% Serious Cases Registered</h2>



<p>Of the 20 women lawmakers from the Telugu Desam Party (TDP), 65 percent have criminal cases registered against them, while 45 percent face serious charges. Of the 13 women lawmakers from the Aam Aadmi Party (AAP), 69 percent have criminal cases registered against them, while 31 percent face serious charges. According to the report, the total declared assets of the 512 women MPs and MLAs are ₹10,417 crore, with an average asset value of ₹20.34 crore per individual.</p>



<h2 class="wp-block-heading">71 Percent of Legislators are Graduates</h2>



<p>Regarding the educational qualifications of women legislators, 71 percent are graduates or hold higher degrees. Approximately 24 percent have studied from classes 5 to 12, while 12 women legislators have diplomas. Another 12 have declared themselves as only literate.</p>

<p>Udaipur Police Crack Down on Illegal Prostitution Ring: Sukher police station in Udaipur arrested eight women from different states and a pimp in a crackdown on prostitution.</p>



<p>DSP Shyam Singh Ratnu and Sukher SHO Ravindra Charan reported receiving information about a pimp operating from a house, facilitating prostitution involving women from various states. A decoy operation led to the arrest of eight women engaged in prostitution and the pimp, Sandeep Puri, a resident of Sarannagar, Banar Road, Jodhpur.</p>



<p>The main perpetrator, Jetharam alias Jethapuri, has been named as an accused. He is alleged to have run the gang by providing vehicles and accommodation for the illegal activities. The search for Jetharam is ongoing.</p>



<h2 class="wp-block-heading">Motorcycle Thief Apprehended, 10 Cases Solved</h2>



<p>Meanwhile, Savina police station solved 10 cases of theft and robbery. Six mobile phones and four motorcycles were recovered from the accused, Aftab Makrani, a resident of Risala Mohalla, Sarada. A knife was also seized. Makrani confessed to 10 incidents of theft and robbery. He is a habitual drug addict who reportedly robbed passersby of their mobile phones in secluded areas and stole motorcycles at night.</p>

<p><strong>Electricity Bill Update News:</strong> Rajasthan electricity consumers (excluding agricultural consumers) will have to pay in advance before consuming electricity. DISCOMs are starting the work of installing smart meters for approximately 1.43 crore connection holders. This will eliminate the postpaid facility (payment after consumption); only a prepaid facility will be available, meaning consumers will have to pay (recharge) before consuming electricity. This will bring approximately ₹50,000 crore annually into the electricity companies&#8217; coffers before electricity supply even begins.</p>



<h2 class="wp-block-heading">Smart Meter Installation to Commence</h2>



<p>Currently, billing is done for this amount. However, consumers will continue to receive a 15-paise per unit discount. Under the central government&#8217;s RDSS scheme, the installation of smart meters for approximately 1.43 crore connection holders in the state is about to begin. ₹14037 crore will be spent on this. Until now, a postpaid option was also available.</p>

Experts believe that an uninterrupted power supply should be ensured with the prepaid system.</p>



<h2 class="wp-block-heading">Reasons for the Change</h2>



<p><strong>1-</strong> Energy department officials say that the central government has set an agenda to replace old meters with prepaid smart meters across the country. The intention behind this is to improve the financial condition of DISCOMs and provide an uninterrupted power supply to the people.<br>2- DISCOMs will receive payment in advance, enabling them to make timely payments to generation companies. This will prevent late payment charges and penalties. The need to borrow from banks will be reduced. They will be freed from the process of issuing and distributing bills.<br>3- Consumers will continue to receive a 15-paise per unit discount; the plan has been prepared on this basis.</p>
